The Constitution of the Republic of Moldova provides the popular initiative to revise the Constitution in article 141 paragraph (1) letter (a, according to which the revision of the Constitution can be initiated by a number of at least 200,000 citizens of the Republic of Moldova with voting rights. The citizens who initiate the revision of the Constitution must come from at least half of the administrative-territorial units of level two, and in each of them at least 20,000 signatures must be registered in support of this initiative. However, this formulation of the constitutional norm constitutes a blockage in the way of the popular initiative to revise the Constitution, because, to date, despite the numerous attempts of the citizens to initiate the revision of the Constitution, none of them has yet been finalized. In the present article we set out to analyze the current mechanisms of the popular initiative to revise the Constitution of the Republic of Moldova, the causes of the existing blockage and the ways of solving it. |
