Rezumat

This article is dedicated to Constantin Stere’s vision about the right to petition. The scholar considered that this respective right as a warrant of all rights. In his vision, the right to petition does not only benefit the interests of an individual, but has a special importance. Through petition the citizens participate in the process of government. In the article the origin of the right to petition is followed and it is shown how from this right the lawmaking function of the parliament has evolved. Parallel to this, in the article the institution of responsibility of the public worker for the abusive actions committed during the exercising of his job responsibilities is examined.
