In reality, the topic of the autonomy directly affects a tense relationship between the fundamental principles of law for self-determination of nationalities and for territorial integrity of states. In case of cultural autonomy, as opposed to territorial autonomy, a special status necessary for the administration of their problems is granted not to a territorial unit, but to a group of people gathered in a form of suitable combination. This form of autonomy is useful when ethnic groups are not in majority in the areas where they live or if they do not consider necessary to require territorial autonomy, for any reason.
