Rezumat

The health insurance is an essential objective of any health system. The quality and the correct distribution of health services are important purposes of the health care systems. The health care system of any country must involve the respect for the individual (confidentiality and autonomy) and must guide the population to prompt and quality services, witch must correspond to the population expectations. The health care systems are defined by the major finance sources, the most used in Europe being: Bismarck System, National Health System type Beveridge, Centralized Health Assurance System type Semasko, Private Health Assurance System. In our country it has been created a system whose sources of finance are both public and private, in order to offer equal chances and correct distribution of service payment. All health systems intend to satisfy the population needs in health and medical services; the offered medical and care services must reflect the real needs of the population; the health has co-indicators (morbidity, mortality, life expectation). Every European state develops its own mechanisms of finance sources, all of them including a combination of these, but the majority are under the government control (directly or indirectly); the health care system in the European Union is financed by public contributions and direct contributions.
