The public administration, which until recently was above competition, was rather rigid to changes. With the development of the business environment, the public administration is imposed to permanently revise its managerial policies and strategies, especially what regards the attraction of the best human resources in public authorities. In order to survive and develop, the organization of the XXI century should make the necessary and useful improvements to the scientific risk management which ultimately may lead to the achievement of organizational objectives, including those of human resource formation. |
