The principle of effectiveness is one of the most important ones in public services organization and functioning, given all the expenses are reflected in the public budget, thus being supported by the taxpayers. Although the need to make the public services more effective is perceived by all of the scholars; there are, however, several issues when identifying the specific ways to evaluate the effectiveness of public services in the Republic of Moldova. Potential issues could be to identify the adequate methodology when measuring the public services effectiveness, select the indicators of effectiveness and quantify – attribute values against which progress could be evaluated. When evaluating the effectiveness of public services, one of the major challenges is to measure the effectiveness of some services which show not an economic, but a social and cultural activity, where the effects are hard to quantify. Moreover, there is a perceived risk of being only focused on reasons of economy and ignore the quality of services. In order to manage this risk, another challenge is to develop and implement quality standards for the public services. |
