<cfAbstr cfLangCode='EN' cfTrans='o'><p>The measures undertaken in the Republic of Moldova between 1991 and 2018 for the establishment of a knowledge-based society, the promotion of quality in the field of science and innovation and in the field of training and certification of scientific professionals, the main pillars of sustainable social development, the creation of the entire legal and normative functional framework, the use of informational tools for ensuring transparency and the most objective possible evaluation of activity in the given field are presented. The paradigms of functioning of the mentioned fields are defined, the existing gap between them is commented, the problem of representation of scientific experts in each scientific field is discussed. The state of affairs is analysed in the field of training specialists from the first two stages of university studies: Bachelor and Master, compared to the third stage - the doctorate, existing problems in the preuniversity education system are discussed. Comparative studies of the situation are conducted. The role of the national database IBN is emphasized, which includes publications of Moldovan authors in local scientific journals, as a tool for ensuring transparency and visibility of the activity of institutions for research and education of scientific experts in the Republic of Moldova, as well as research itself, for improving the quality of scientific and educational productions. Important for the future is the embedding in the database of publications from Romania. Efforts in the field of intelligent specialization in the field of communication and information technology in the Republic of Moldova are analysed. Solutions are proposed and recommendations are made.</p></cfAbstr>
