Bodies elected by the people to do some tasks on its behalf are part of the representative regime of the country. Of all the institutions which exercise national sovereignty on behalf of the owner (the people), and that constitutes a representative regime we should highlight: the parliament, the head of state bodies and public local administration (councils and mayors, elected by universal suffrage). Only through elections, the people select the empowered in the representative bodies on the central level as well as on the local one and the elected authorities have the right to autonomous management of local problems, acquire the quality of being representative and public.
