Rezumat

First records of migration phenomenon in Moldova go back to 1990s when the majority of the factories and enterprises stopped to operate and/or diminished their production capacities. As a consequence, this led to brain drain and mass migration of the local population and, eventually, brought to obvious problems related to limited entrepreneurial activities, especially in the rural areas, and reduced level of remittances invested into national economy. Based on a range of analyses and surveys, were identified several premises concerning government involvement, which formed the cornerstones to the implementation of the pilot-program PARE 1+1, a state initiative designed to mobilize human and financial capital of Moldovan emigrants and remittance-recipients and channel them into productive investments. However, there are certain investment hindrances that restrain to harness the real investment potential of remittances. This paper aims to detect the investment problems that emigrants and remittance beneficiaries face while launching and/or developing a business and how implementation of PARE 1+1 program helps troubleshooting them.
