В статье приведен анализ зарубежного опыта осуществления языковой политики, показано разнообразие европейских и мировых подходов к выработке такой политики, очерчены перспективы адаптации лучших европейских практик реализации государственной языковой политики для Украины. Взяты к рассмотрению страны, в которых государственный язык один, а также те, где исторически сложилось так, что часть страны говорит на том или ином языке. Выделены основные компоненты усовершенствования европейской государственной языковой политики: повышение эффективности системы управления языковой сферой; усиление контроля над ее осуществлением; внимание к позициям регионов и национальных меньшинств; нормативно-правовое, институциональное, финансовое, кадровое, техническое обеспечение. Сформулировано основное содержание языковой политики в Украине исходя из потребности современного украинского общества. Выделены первоочередные задачи данной политики: отказ от принуждения в пользу пропаганды, мотивация к изучению и сознательное использование государственного языка всеми слоями населения в различных сферах общественной деятельности.

The purpose of the article is to analyze the world practices of the state language policy formation and implementation in order to determine the possibilities of using this experience in Ukraine. The generalization of foreign experience gives grounds for the conclusion that the language policy of many countries as a tool of humanitarian space unity is well-planned, active and successful. One can emphasize the diversity of European experience in the development of state language policy. There are countries in which the state language is one. And there are those where it has historically occurred that a part of the country speaks a certain language. An important role in this process played a redistribution of borders. The main components of the European state language policy are: improving the efficiency of the language management system, strengthening control over its implementation, taking into account the positions of regions and national minorities, regulatory, institutional, financial, personnel and technical support. Ukraine’s language policy must evolve in line with the challenges of globalization and meet the needs of modern Ukrainian society. In our opinion, today in Ukraine it is relevant to introduce the best methods of propagating the Ukrainian language, including both PR-technologies and social advertising. That is, the general strategy should be – refusal of coercion in favor of propaganda, motivation to study and conscious use of the state language by all segments of the population in various spheres of social activity.
