У статті проводиться дослідження питання методологічних підходів до визначення поняття «безпека». Здійснюється аналіз наукової літератури з питань права та безпеки в частині дослідження та розкриття змісту терміна «безпека». Зазначається, що розуміння змісту поняття «безпека», здійснення його аналізу, надання йому наукового визначення та належне практичне застосування є важливими для вирішення питання забезпечення існування та функціонування будь-якого організму і насамперед такого його соціального виду, як держава. Зазначається, що поняття «безпека» є різноплановим, воно позначає складне соціально-політичне явище, оскільки акумулює в собі багатогранну життєдіяльність, накопичений історичний досвід, зрештою, уподобання і культуру кожної людини (індивіда), суспільства, держави, загалом земної цивілізації. Виокремлюються три наукові підходи до визначення поняття «безпека»: відсутність загроз системі; захищеність системи від наявних та ймовірних загроз; загрози існують завжди, вони негативно впливають на систему, однак вжиті заходи мінімізують їхній негативний вплив, що дає змогу системі функціонувати і розвиватися. Надається сучасне, на думку автора, визначення цього терміна.

The article deals with the question of methodological approaches to the definition of “safety”. An analysis of scientific literature on law and safety issues is being conducted in terms of research and disclosure of the term “security”. It is noted that understanding the meaning of the concept of “safety”, the implementation of its analysis, providing it with a scientific definition and proper practical application are important for solving the issue of ensuring the existence and functioning of any organism, and especially its social type, as a state. It is noted that the concept of “security” is diverse, it denotes a complex socio-political phenomenon, since it accumulates a multifaceted livelihoods, accumulated historical experience, in the end, the preference and culture of each person (individual), society, state, in general, earthly civilization. There are three scientific approaches to the definition of “safety”: the absence of threats to the system; security of the system from existing and potential threats; threats always exist, they have a negative impact on the system, but the measures taken minimize their negative impact, which allows the system to function and develop. The modern, in the author’s opinion, the definition of this term is given.
