Rezumat

At all stages of the industrial development of resource-saving technologies in demand in relation to the detail of machines, tools and industrial equipment. They are connected directly to their economic production, and ensuring reliable operation, as well as restoration of their functional properties lost during the operation.   This fully applies to the need to create new high-quality structural and tool materials and electrode materials with the use of local resources and advanced technology, the development of efficient and cost-competitive technologies of functional coatings formation.   In the case of Russia, we note that at present the demand for high-quality metals and alloys, including cemented carbide, partially provided by imports Sweden, China, and Japan. According to the Russian Ministry of Economic Development and metals imports and their products in recent years is 7-8% of the total, and the machinery, equipment and vehicles - 45-48%; obviously this includes spare parts for imported equipment.   If there are large reserves of resources relevant research methods using high-tech (concentrated energy flux: plasma, laser, and arcs - and electroslag remelting in different environments, with different reducing agents, in addition, also aluminothermy) to affect the mineral, vegetable raw materials and waste of resource regions and economical production of C-, B-, N-, Si-, Zr-, W- containing functional composite materials in the production regions. It is also important to study the properties of new materials in the electric spark technology (ESA) for the synthesis of functional coatings (wear-resistant, heat-resistant, corrosion-resistant, erosion-resistant) with predictable properties.   A complex research on the production of new compact materials and their use as electrodes when applying coatings by electric spark.
