Uniunea Europeană are un rol dublu în procesul de modernizare al Republicii Moldova. Pe de o parte, Uniunea Europeană este un organism finanțator care impune condiții privind relațiile sale cu țările terțe, în scopul acordării unor beneficii prin susținerea financiară a transformărilor din cadrul societății. Pe de altă parte, Uniunea Euro-peană îndrumă statul spre obținerea calității de membru, lucru ce necesită creare unor stimulente și evaluarea progresului în ceea ce privește implementarea modelelor specifice Uniunii Europene. Respectarea principiilor statului de drept este importantă atât pentru cetăţenii europeni, cât şi pentru cetăţenii Republicii Moldova, pentru iniţiativele de afaceri, pentru inovaţii şi investiţii, care se vor dezvolta cel mai mult aco-lo, unde cadrul instituţional şi legal aderă în totalitate la valorile comune ale Uniunii.
