Rezumat

În articol, în baza literaturii științifice din diferite țări și a documentelor ONU, se explorează relația dintre Israel și Palestina în problema soluționării pașnice din Orientul Mijlociu. De la înfi ințarea Statului Israel aceste relații au trecut prin diferite etape: pînă la sfârșitul deceniului al nouălea al sec. XX israelienii în genere nu recunoșteau palestinienii ca popor, iar organizațiile palestiniene, pe care Israelul le considera teroriste, la rândul lor nu recunoșteau dreptul Israelului la existență și luptau pentru lichidarea lui. Apoi a urmat „procesul de negocieri Oslo” din anii 1990, cînd a avut loc recunoașterea lor reciprocă, iar crearea unui stat palestinian a devenit sarcina politicii interne și externe a Statului Israel. Soluționarea „problemei palestiniene” este elementul-cheie” al reglementării pașnice din Orientul Mijlociu, care prevede reîntoarcerea refugiaților palestinieni în Israel, încheierea politicilor de creare a așezărilor evreiești în teritoriile ocupate, stabilirea statutului Ierusalimului și implementarea principiului „două state pentru două popoare”. Însă acordurile încheiate în timpul negocierilor palestino-israeliene din anii ’1990 („Oslo-1” și „Oslo-2”) nu au dus aproape la nimic și nu au rezolvat nici una dintre principalele probleme legate de realizarea păcii între palestinieni și israelieni: independența Palestinei nu a fost încă proclamată, refugiații nu se pot întoarce la locurile lor de baștină, statutul Ierusalimului nu este defi nit, politica israeliană de creare a așezărilor evreiești în teritoriile ocupate rămâne neschimbată.

This article, based on scientific literature from different countries and UN documents, exploring the relationship between Israel and Palestine in the Middle East settlement. Since the establishment of the Israeli state, these relations have gone through different stages: until the end of the 9th decade of the 20th century Israelis did not recognize the Palestinians as a nation at all, while Palestinian organizations which Israel considered to be terroristic, in turn, did not recognize Israel’s right to exist and fought to eliminate it. Then came the peace process during the 1990s, the so-called „Oslo process”, when their mutual recognition took place and the creation of a Palestinian state became the task of the internal and external policies of the State of Israel. The solution to the „Palestinian problem” is part of a comprehensive Middle East settlement, which calls for the return of Palestinian refugees to Israel, ending Israeli settlement policies in the occupied territories, determining the status of Jerusalem and implementing the principle of „two states for two nations”. However, all the agreements reached during the Palestinian-Israeli negotiations in the 1990s. („Oslo-1” and „Oslo-2”) did not lead to anything and did not solve any of the main issues in achieving peace between the Palestinians and Israelis: the independence of Palestine has not yet been proclaimed, refugees cannot return to their former places of residence, the status of Jerusalem is not defined, Israel’s settlement policy remains unchanged.
