În articol este examinată buna guvernare ca problemă complexă ce ține de eficacitatea și legitimarea puterii politice și are semnificație pentru destinul cetățenilor și al societății în ansamblu. Se scot în evidență unele abordări teoretice ale bunei guvernări prin prisma performanței instituționale, a calității vieții și a securității naționale. Ținând cont de faptul că societatea contemporană se confruntă cu diverse probleme ale permanenţei democraţiei ca sistem politic, o atenție deosebită se acordă analizei capacității instituționale a autorităților publice de stat. Se arată că creșterea calității vieții oamenilor și sporirea securității naționale în toată complexitatea ei devin factori-cheie în actul guvernării pentru orice societate afl ată în plină schimbare democratică și modernizare politică. Se ajunge la concluzia că există o conexiune directă între buna guvernare, guvernabilitate și guvernanță, în sensul că eficacitatea acțiunii publice desfășurate de către guvernanți în direcția modernizării politice a statului conjugată cu democratizarea profundă a societății ar diminua, în cea mai mare măsură, efectele nefaste ale unor realităţi social-politice pentru „noile” democrații din spațiul postsovietic cu un impact major asupra dezvoltării democratice a sociumului.

In the article is examined the good governance as a complex problem related to the efficiency and legitimacy of political power, which is meaningful for the destiny of citizens and society as a whole. Several theoretical approaches on good governance are highlighted through institutional excellency, life quality and national security. A special attention is paid to the analysis of the institutional capacity of the state public authorities, considering the fact that the contemporary society is confronted with various problems of the permanence of democracy as a political system. It’s exposed that the increasing of the people’s life quality and the enhancing of the national security, in all its complexity, become key factors in the act of governance for any society in full democratic change and political modernization. It is concluded that there is a direct connection between good governance, governability and the government, in the meaning that the effectiveness of the public action of the governors towards the political modernization of the state, coupled with a profound democratization of society, would diminish, to a large extent, the negative effects of some socialpolitical realities for the „new” democracies in the post-soviet space, with a major impact on the democratic development of the society.
