Discrimination has become one of the priority issues addressed within the O.N.U., the European Union, local governments, agencies and specialized centers, which proves the acuity and timeliness of this issue. Ignoring this phenomenon, disregarding human rights, is a serious offense of human dignity, causing social tensions, conflicts and even wars. The phenomenon of discrimination arose at the begining of civilization and survived in space and time because of the inefficiency of the normative and institutional framework and the tolerance of this phenomenon by states and society. Despite attempts to overturn discriminatory policies and practices, they expand their reach or take on new forms and expressions, such as ethnic cleansing. |
