У статті досліджується стан правового забезпечення оприлюднення нормативно-правових актів в Україні. Установлено, що основою правового забезпечення оприлюднення нормативно-правових актів є норми Конституції України. У статті сформовано систему нормативно-правових актів, які забезпечують правову регламентацію оприлюднення законів України. Проаналізовано потребу доповнення правового забезпечення оприлюднення нормативно-правових актів законами «Про нормативно-правові акти» й «Про закони і законодавчу діяльність». Автор звертає увагу на необхідність ухвалення спеціального нормативно-правового акта, що б безпосередньо регулював оприлюднення нормативно-правових актів, зокрема Закону «Про оприлюднення нормативно-правових актів». Проаналізовано зарубіжний досвід правового забезпечення оприлюднення законів.

The article examines the state of the legal support for the normative legal acts promulgation in Ukraine. It is determined that the basis of the legal support for the promulgation of normative legal acts is the norms of the Constitution of Ukraine. The system of normative legal acts that provide the legal regulation of the promulgation of laws of Ukraine is formed in the article. The necessity of supplementing the legal support for the promulgation of normative legal acts by the laws “On normative legal acts” and “On laws and legislative activity” is analyzed. The author pays attention to the need for the adoption of a special normative legal act that would directly regulate the promulgation of normative legal acts, in particular, the Law “On Promulgation of Normative Legal Acts”. The foreign experience of the legal support for the promulgation of laws is analyzed.
