The emergence of a new innovative economic structure in developed countries is taking place today in qualitatively different conditions, which differ from previous periods of formation of a long wave of ascending economic conjuncture. Taking them into account in designing and implementing innovation policy is necessary because neglecting them can significantly restrict the possibilities of using R&D achievements and increasing the risk of negative consequences. It is therefore not surprising that in these countries special attention is paid today to these issues. This issue has become very relevant in the European Union - one of the world leaders in innovative transformations, where in-depth research has been carried out in order to identify these conditions and to assess the possibilities and risks of moving to a new economic structure. The purpose of the survey is the timely development of activities that help to preserve and enhance the innovative potential of the European region. This paper is dedicated to this particullar results, which can be used critically in the theory and practice of innovative internal development.
