The efficiency and effectiveness of public institutions presumes the availability of a regulatory framework, on this line, and a body of professional civil servants capable of managing the entire administrative process by coherently implementing laws and enforcing both individual and organizational performance techniques. In this articlethe decisive factors for improving the quality of thea ctivities of public institutions are examined in terms of the individual performances of civil servants. |
