<cfAbstr cfLangCode='EN' cfTrans='o'><p>The results of research and investigations denote a fairly high degree of pollution of the environment. The radical changes that took and take place in all areas, give rise to negative phenomena which seriously affects the environment, imposing the measures to reduce and eradicate these phenomena. At the same time, it is necessary to apply directly the provisions of the organic law of the environment, the environmental protection law, as a condition sine qua non of the materialisation of the objectives, the attributes of the State in pursuit of ecological function. Environmental law is a primordial and relevant tool fully to achieve the optimal ecological function and the rule of law. Conclude that without adequate legislation which takes into account the reality and the internal ecological priorities, as well as the requirements and experience of international organizations, cannot materialize the policies, governmental environmental strategies, as judicious they would be, as experienced and well intentioned would be the competent bodies of the State.</p></cfAbstr>
