The writer Constantin Stere was elected a deputy in „Sfatul Țării” in the plenary sitting of March 27, 1918, and on April 5th he was named president of the first parliament of Bessarabia. He had a great contribution to writing the Union Act, in the preparation of laws for agrarian and constitutional reform. He favored the passing of the Bessarabian church from the Russian patriarchy to the Romanian church. He did not agree with the ignoring of the 11 conditions stipulated in Union Act of March 27 and resigned. Arrived in Bessarabia on the wave of his incontestable authority, he did not want to work contrary to his principles and conscience.
