У статті проаналізовано питання ідентифікації загроз критичної інфраструктури, оцінки їх потенціалу та організації протидії загрозам у процесі захисту об’єктів критичної інфраструктури і забезпечення державної безпеки. Визначено особливі походи в різних країнах. Аналіз і узагальнення іноземного досвіду дає змогу запропонувати науково обґрунтовану позицію за оцінкою загроз у процесі захисту критичної інфраструктури. Пропонується авторське визначення понять «загрози об’єкту критичної інфраструктури», «потенціал загрози», «навмисна помилка», «каскадний ефект». Серед загроз виділені конкретні види і дана їх характеристика.
