The study of Israel in the context of the electoral and the political sys-tem’s reform is welcome for several reasons. Many of the decisions made in Israel can be better understood if we refer to the past and present system of go-vernment. As Z.Gitelman reports, Israel provides us with a very important laboratory for a comparative study of political and electoral transformations in the contemporary period. The author draws attention to the fact that Israel is unique in the world with its system of proportional representation and the perpetual need for coalition formation. |
