Although various public administration reform initiatives have been implemented in the Republic of Moldova, the citizens have remained continuously unsatisfied with the quality of the public services delivered by the public sector. In our opinion, one of the reasons for this is that the same problem-solving administrative methods have been used for a very long time. However, using the same methods generates the same results. For this reason, in order to have new results, one needs new approaches. National and international practice has proven there are public administration authorities and civil society organizations which have discovered inventive and replicable solutions to common knowledge problems. This allows us to come to the conclusion that ultimately it is the creativity and professionalism of public administration authority that compensates for the lack of resources.
