Стаття присвячена дослідженню адміністративно-правових засад механізму державного регулювання у сфері комунальних послуг. Проаналізовано сформовані в науковій літературі визначення поняття «механізм державного регулювання», а також розкрито сутність і зміст механізму державного регулювання у сфері комунальних послуг. Визначено, що в структурі механізму державного регулювання у сфері комунальних послуг можна виділити методологічну, інституційну та функціональну підсистеми. Елементами такого механізму є суб’єкти, об’єкти, мета, завдання, принципи, функції, форми, методи та інструменти державного регулювання. Розглянуто особливості елементів механізму державного регулювання у сфері комунальних послуг.

The article deals with administrative and legal aspects of the state regulation mechanism in the public utilities sector. The article presents the analysis of definitions of the state regulation mechanism concept formed in the scientific literature, and explores the essence and content of the state regulation mechanism in the public utilities sector. It is determined that in the structure of the state regulation mechanism in the public utilities sector it is possible to allocate the methodological, institutional and functional subsystems. The state regulation mechanism includes such elements as subjects, objects, goals, tasks, principles, functions, forms, methods and tools of state regulation. Features of the elements of the state regulation mechanism in the public utilities sector are considered.
