The national defense is a public service which beneficiaries are all the citizens of the Republic of Moldova. Of their capacity to ensure the delivery of service of defense depends the integrity and physical existence of the state and its citizens, although the costs of the army financing are far below the security and economic benefits. Increasing of the army financing must be accompanied with the comprehencive process of the defense sector analysis and planning. The decision to increase the financing must only be taken, following the analysis of the security environment, the study of military capacities to face the respective challenges, as well as the financing possibilities of a country.
