У статті аргументується необхідність того, щоб виборче законодавство України нині має вирішити такі важливі питання, як підвищення ефективності виборчого процесу; сприяння утвердженню партій у суспільстві й піднесенню їхнього авторитету; партійність виборчого закону, структурування парламенту; сприяння політичній структуризації суспільства; забезпечення обрання стійкої парламентської більшості, яка спроможна буде створити дієвий Кабінет Міністрів України й узяти на себе відповідальність за дії Верховної Ради України тощо. Без розв’язання вказаних досить нагальних завдань Україна буде позбавлена повноцінного політичного розвитку, головними показниками якого є розвиток політичної системи, громадянського суспільства та правової держави.

The author of the article has argued the need for the electoral legislation of Ukraine to solve such important issues as: improving the effectiveness of the electoral process; the promotion of the establishment of parties in society and the enhancement of their authority; party membership of the electoral law, the structuring of the parliament; assistance in the political structuring of society; ensuring the election of a stable parliamentary majority, which will be able to create an effective Cabinet of Ministers of Ukraine and to take responsibility for the actions of Verkhovna Rada of Ukraine, etc. Without the solution of these rather urgent tasks, Ukraine will be deprived of full-fledged political development, the main indicators of which are the development of the political system, civil society and constitutional state.
