Досліджується феномен інформації як однієї з фундаментальних величин світобудови на рівні матерії та енергії. На прикладі конвергентних проявів інформації в різних системах, галузях, структурах автор констатує, що випадковість у визначенні деяких термінів, дефініцій, понять, які спочатку використовувалися з іншими характеристиками також для інших сфер вживання (наприклад, термін «кібернетика»), жодною мірою не свідчить про випадковість наукового пошуку та не применшує значення отриманого прориву. Інформаційна революція – найбільший науково-технологічний здобуток ХХ століття. Водночас інформаційно-правові системи багатьох країн, у тому числі й України, та реальні процеси у формуванні інформаційного суспільства свідчать про відсутність системних підходів, наукове «спізнювання» та політичне аутсайдерство в цій важливій проблематиці. Метою дослідження є вироблення пропозицій щодо вдосконалення нормативно-правових, насамперед конституційних, та організаційно-правових механізмів, спрямованих на становлення інформаційного суспільства на розвиненій громадянській основі.

The phenomenon of the information as one of the fundamental values of the world building just like the materia and the energy is being researched. Based on the examples of the convergent development of the information in various systems, areas and structures, the author proves that a randomness in determining of some therms, definitions and subjects, that at first were being used with different characteristics and for other areas of implementation (for example, the therm “cybernetics”) does not mean the random approach to the research itself, and in no mean diminishes the significance of this breakthrough. The information revolution is the most significant science and technology achievement of the XX century. At the same time, the information and law systems of many countries, including Ukraine, and the real processes of the information society forming demonstrate the lack of systematic approaches and the scientific “lagging”, as well as the political out siding in this important issue. The goal of this research is drafting the proposals to improve the legal mechanisms, mainly, the constitutional and legislative ones, aimed at establishment of informational society based on the well-developed public background.

Fenomenul informației ca fiind una dintre valorile fundamentale la universul materiei și energiei. Exemplul de convergentă afișează informații în diferite sisteme, industrii, structuri autorul afirmă că accidentul în definirea unor termeni, definiții, concepte, care la început utilizate cu alte caracteristici și alte domenii de utilizare (de exemplu, ciberneticii termen) nu indică o coincidență cercetarea științifică și nu reduce în nici un fel valoarea progresului obținut. Revoluția informațională este cea mai mare realizare științifică și tehnologică a secolului al XX-lea. Scopul acestui studiu este de a dezvolta propuneri de îmbunătățire a mecanismelor de reglementare și juridice, în special constituționale, juridice și instituționale care vizează dezvoltarea societății informaționale în bază civilă de dezvoltate.
