As the new technology and ample scientific discoveries are developed, live became easier, but insecure. It well known that when people invent something new, they intend to find its negative purpose. Thus the chemical, physical and biological researches lead to the development of a new ideal weapon capable to kill large numbers of human beings, so called weapon of mass distruction. The worst part is that they are in the possesion not only of some countries, but also in the possesion of some forces, such as terorists, and they use them arbitrarily, in order to receive economic and political advandages, to kill or only to threat people. A new era begins, the era of biological and chemical terorrism. In order to fight against this new enemy, we must know who threaten, what its purpose of their threat and what is the consequences of using these weapons. Moreover, what are the impact risk measures that should be taken by the international society using these weapons. Further we will try to analize all these aspects in order to find solutions to thease major problem which the entire world is facing and not easy to make chemical and biological threat.
