<description xml:lang='en' descriptionType='Abstract'><p><em>The article reflects the degree of access and funding of tertiary education in Moldova. It reveals that the access is low and the public funding is insufficient compared to other developed countries and transition economies. The author has a critical approach about the Ministry of Education&#39;s proposal to increase private funding of tertiary education through application education loans (credits), this financial instrument being unfairly for Moldova in terms of legal, organizational, economic and psychological conditions. Therefore the author suggests the implementation of another financial instrument &ndash; education savings accounts system.</em></p></description>
