Nowadays, military power increasingly gives priority to the soft power. European Union as an institutional system fails in adopting maximization strategies and efficient use of the immense resources of the soft power that are provided by fascinating European inhabitants. The concept of soft power is one of the most interesting appearances in international relations theory after the Cold War. This concept that is launched by Joseph Nye and prefigured by many other researchers seems to articulate well with declared vocation of the European Union. Hard power is based on coercion and refers to the ability of an international actor to make it another act not according to their own interests but to serve the interests of the first one. On the other hand, soft power refers to the situation where the first actor, thanks to intrinsic societal qualities becomes a model for the second. This will tend to mimic the behavior of the first one and take successful practices devoted by first one, to redefine the interests and perhaps even identity at international level under the influence of the first one. |
