The XXI century characterized by globalization of international relations, enforce objective necessity to coordinate the efforts of the United States for achieving the supreme interests of the international community: peace and international security, to prevent and combat terrorism, eradicating the phenomenon of torture and other inhuman or degrading treatment, protection of rights and freedoms person, poverty reduction etc. In facts of these developments, this study have like objective to examine the current situation of Moldova in this domain by presenting universal empirical information’s. This study comes to provide primary indicators in preventing and combating torture and ill-treatment (bad behavior)and have to serve for a national plan of action, especially for state institutions to prevent and combat torture in Moldova.
