Rezumat

After the defeat of Russia in the Crimean War, the Bessarabian question comes in the attention of the Great Powers. At the initiative of the Austrian Foreign Minister Buol it was decided that Russia must cede the southern Bessarabia to the Principality of Moldavia, in the intention to cut them all the access to the Danube. Tsar Alexander II accepted this clause, in january 1856, but subsequently will count on the support of the France, who was not interested in this question. The Congress held in Paris in the period of february-march 1856 could not resolve the question of southern Bessarabia, because of the divergences existed between France and Great Britain, with different point of views, in this matter. The main argument put forward by the russian diplomacy was that Bolgrad is the administrative center of the bulgarian colonies, and can not cede this territory. After signing the Treaty of Paris of 18/30 March 1856, Russia was supported by the french ambassador in Petersburg, Charles Auguste de Morny, who sustain the russian point of view in the question of Bessarabia. After intense negotiations was decided to convene a new conference in Paris, in january 1857, when the Great Powers decidet to return southern Bessarabia to the Principality of Moldavia. In the march of 1857 the Russian authorities have left this territory.
