Some aspects of personnel policy of totalitarianism are developed in this article. The author gives details about the difficulties that MASSR experienced in personnel matters. The role of the intellectuals is particularly noted in the national-state building of the autonomy in class-struggle conditions and constant threat to be charged with nationalism. |
