At the modern world the formation of new international system and the determination of rules of new world order, which can be understood like rules of concerted interaction of people in the conditions of globalization, becomes more essential and urgent problem. Growth of intergovernmental, extra governmental and over governmental structures, numerous forums, the summits, the congresses testifies that a certain universal sight at the world tied simultaneously both to strategic and to national and political interests is formed. In the light of the processes occurring in the world Moldova should realize its priorities and perspectives of development in the conditions of globalization in the spirit of democratic transformations, but simultaneously in the interests of own society and each concrete person taking into account its historical specificity and experience of building of the Moldavian state. Under the influence of an information technology the nature of the state, the major sociopolitical institute of the present objectively changes. Proceeding from the above-stated it is necessary for the country leaders: •to consider in immediate perspectives the redistribution of functions of the state on overnational and sub national, i. e. local bodies of public administration; •to be defined with the model of state system as "regulating state", in a counterbalance tothe "bureaucratic", "hierarchical" state; •to define the place in the formed global (transnational) political system that includesuniversal institutes, intergovernmental and non-governmental organizations; •to define strategic priorities against actively formed new sphere of the economic,political, religious, social and personal identity changing vital style, forming new Internet-community of people.
