We characterize the state of socio-economic development of rural areas at present, analyzes the activities of social facilities, found reason to bring the Ukrainian village actually decline. As a result, the demographic situation has deteriorated, decreased living standards in rural areas. The necessity of strengthening the state's role in rural development, the achievement according to the adopted laws and regulations, balance of intergovernmental relations, a combination of financial resources from the state and local budgets for the rehabilitation and social development of the village. It is proved that the successful resolution of the economic and social problems in rural areas is possible with an integrated approach, while providing each of the components of priority. A creation of new agro-associations (agglomeration), the essence of which is the territorial concentration of agricultural and industrial production aimed at the location of production and technology, housing, residential, administrative, cultural, educational and health sectors of public life within the existing rural areas.
