Changing technological development occurs simultaneously with the evolution of human development. The change in production methods and technologies constitute the basis for the onset of the next technological revolution. Changing stages in time occurs with varying degrees of intensity and with multiple parties. Technological changes are not just incremental but revolutionary, that is rapidly embracing economic system. Examples comprise epochal innovation and technology, which has huge layer of scientific and popular literature. In this context, there is a need to quantify the former, current and potential technologies. The article attempts to outline the institutional theory of technological change, a definition of technology, defined by their types and classes and to classify technologies according to various criteria. Held elementary formalization process and technology change for the country obtained an institutional rule growth, and shows the production process of the structural problem of choice.
