Rezumat

This article represents a review of different approaches to defining higher education quality and models of developing national system of quality assurance in higher education (QAHE). It is an attempt to think on higher education quality in terms of economics and handling it research in market functions and processes perspectives. The main goal of the present research is to identify the “basic model” of national system of (QAHE) which will satisfy the economics principles based on analysis of different models which were applied in diverse economic and social national context, were oriented for achieving different goals and were under pressure of regionalisation and internationalisation processes. Also, the research considers the tendencies of wider extension of university autonomy and transformation of “evaluative state” in one, which is mainly “oriented to policy implementation for achieving societal sustainable development”. The research show that is difficult to define a pure “basic model” for (QAHE) which will satisfies the economics approach and perfectly would suit to national context. Although the common elements were underline and these could be combine in remodelling national system of (QAHE) taking into consideration national goals, peculiarities and desired level of international or regional convergence. Based on this results were formulated the main challenges and perspectives for their addressing for Moldovan system of Higher Education Quality Assurance.
