<description xml:lang='ru' descriptionType='Abstract'>В статье посредством сравнительно-правового метода, метода контент-анализа, системного метода и формально-юридического метода анализируются проблемы реализации принципа гласности в организации деятельности Президента Украины. Данный принцип соотносится с принципами народовластия, верховенства права, разделения государственной власти, унитарности, гуманизма, законности. Предлагается принять Доктрину национальной безопасности, Концепцию развития информационного общества, закон о парламентском контроле. Рекомендовано нормативно закрепить право на достаточную и достоверную информацию, ответственность за сокрытие (замалчивание) отдельных сведений в манипулятивных и деструктивных целях. </description>
<description xml:lang='en' descriptionType='Abstract'>This article analyses the problem of the principle of publicity in the organization of the Ukrainian President’s activity by a ratio with the principles of democracy, supremacy of the power, separation of the government, unitary, humanity, legality means of a comparative and legal method, a method of the content analysis, a system method and a legalistic method. It is offered to accept the Doctrine of a homeland security, the Concept of a development of information society, the parliamentary control law. It is recommended to affirm standardly the right to sufficient and reliable information, responsibility for concealment of separate data in the manipulative and destructive purposes.  </description>
