В статье раскрыты признаки и особенности государственной монополии на осуществление хозяйственной деятельности, связанной с выпуском и проведением государственной лотереи. Приведенное понятие «монополия» в сфере лотерейной деятельности определяется как метод государственного регулирования, с помощью которого государство в лице уполномоченных публичных органов и их должностных лиц обеспечивает регулирование отношений, складывающихся в сфере выпуска и проведения государственной лотереи. Установлены положительные и отрицательные тенденции введения государственной монополии на осуществление хозяйственной деятельности, связанной с выпуском и проведением государственной лотереи.

In this scientific article the author disclosed features and characteristics of the state monopoly of the implementation of economic activities related to the issue and holding of the state lottery. The author presented the concept of a monopoly in the field of lottery activity is defined as the state regulation of the method by which a state authorized public bodies and their officials and provides for the regulation of relations emerging in the field of manufacture and of the state lottery. Identify positive and negative trends in the introduction of the state monopoly of the implementation of economic activities related to the issue and holding of the state lottery.
