Rezumat

Present study is in line with the other new ones from this field from all around the world.Reading the work we can mention that on the Romanian territory, situated in a temperate climatic region, occur a big variety of hazards and climatic risks which can be classified according to season (winter hazards or summer hazards, etc). All of them depend on the influence of general atmospheric dynamics as well as on Carpathians range which are considered to be a barrier for the air mass.According to this we can notice some specific features as: regional, local but also general character; asymmetric character against time, but also simultaneous; the possibility of one climatic risk occurring or more and associated; variable frequency, intensity and length; sudden changes of seasons, sequence of two contrary deviations according to the intensity of their genetic factors (the dynamics and physical characteristics of the advective air mass, the exhibition in front of the main atmospheric circulation, the territory’s position against mountain barrier, etc.). Unperiodical variability of the atmospheric dynamics can cause sometimes hazards and climatic risks with an extreme character simple or complex the effects of which become very dangerous, bringing important damages for agriculture, buildings, cables, communications, in general for whole society and environment, affecting life quality.Their increasing intensity and frequency during the end of the 20th century and the beginning of 21st is generated by the general warming which become each day more obvious. The intensity of this phenomenon has either astronomic causes (irradiative explosions, Wolf no, planets influences, etc.), or terrestrial ones (the increasing of terrestrial radioactivity, changing of terrestrial magnetism, etc.)and as well anthropic ones (pollution) (Bogdan, Niculescu, 1999, Farcas, Croitoru, 2003, Mihailescu, 2004, etc.).International Program (IDNDR) initiated for studying and monitoring of extreme natural phenomena, continued from 2000 with ISDR Program have as main purpose bring together all necessary research forces for interdisciplinary studying in order to decrease the damages and increase life quality. These hazards are more dangerous when their effects become causes for another ones and bring much more damages for the environment and Romanian agriculture. So it becomes a necessity to control these phenomena through a monitoring system, which can allow an opportune forecasting. International Research Programs on this field (WMO, International Panel on Climate change, Technical Program for Cooperation, Meteorological Program for Applications, Program for Research and Decrease the effects of Natural Disasters, ISDR Program, etc.) offer wide information on these topics for a further sustainable development.
