The present paper deals with one of the crucial moments in Romania’s interwar legal history focusing on the debates and public disputes around the expected adoption of a new Constitution. The authors present the vision and the contribution of Constantin Stere, a well known public figure and a recognized specialist in the field of constitutional law, at these debates. The introductory part is dedicated to the personality of Constantin Stere and to the new developments of the country after the Great Union of 1918. The study continues by analysing the main features of the political debates concerning the adoption of a new constitution in the aftermath of World War I. A special place is dedicated to the constitutional project proposed in the name of the Peasant Party by Constantin Stere. Undoubtedly his project was in the opinion of the great majority of scholars (then and now) one of the best due to the extensive knowledge in the field proved by its author. In spite of this reality his constitutional project was doomed from the beginning because of the bitter political disputes in the country and the overwhelming dominance exercised by the National Liberal Party in the early 1920’s. The conclusions pinpoint the role and place of Constantin Stere in the epoch as well as in the history of Romanian constitutionalism highlighting its important contribution in this field.
