Rezumat

You deal with administration everywhere, in the entire complexity of social life, as it constitutes one of the most useful human activities. Public administration, in a state based on rule of law, it represents the main pillar through which you bring into life the values established by the political decision-makers. It has to be continuous, omnipresent, prompt and energetic, because it represents the state, in internal and external affairs. Thus, the public administration has its objective the performance of the political values that express the general interest of the society, interests formulated by law The basic principles of public administration in Romania are stipulated in the revised and republished text of Constitution in 2003 and Law of Romania No. 215/2001 on local public administration. Accord¬ing to Article 109 the Constitution of Republic of Moldova, public administration from the territorial-administrative units are based on the principles of local autonomy, decentralization of local services, eligibility of the authorities of the local public administration and consultations of citizens in local problems of specific interest.
