One of the consequences of the disintegration of the USSR was the rapid growth of population movement in the former Soviet space. Although migration has been quite significant in this area before 1991, this process was controlled by official union policy. After this period, however, migration becomes a right pertaining to individual liberty, is conditioned not only by the ethnic factor, but also social and political tensions, cultural and religious diversity in different regions of the CIS. Regarding the legal framework for social protection of Moldovan citizens in the Commonwealth of Independent States, the problem still remains extremely difficult. The main problem in resolving disagreements arising from increased migration flows from CIS to move beyond spontaneous labor movement and channeling / directing them in the interest of socio-economic development of Member States, which would stabilize the migration processes and allow their consolidation. Moldovan authorities submit certain efforts to ensure the necessary conditions for their gainful employment, and to mitigate possible negative consequences of the massive return of Moldovan migrants from the Russian Federation. It is necessary to conclude an agreement between Moldova and the Russian Federation, analogous to those signed with some countries of the European Union, providing social protection of migrant workers. |
