One of the most important instruments which form the mechanism of regional development is trans-border cooperation that includes the European region of the Downstream Danube of the near-border territories of Romania, Ukraine, and Moldova. In order to determine the level of use of agricultural lands the following sample areas of plant cultivation have been selected: in Romania – the Tulcea Region with the total area of cultivated land of 196.3 thousand hectares, in Ukraine – the Reni, Izmail, Bolgrad, and Kilia Regions with the total area of cultivated land of 105.1 thousand hectares, and in Moldova – the Vulcanesti, Ceadir-Lunga, Comrat, Taraclia, and Cahul Regions with the total cultivated area of 142.2 thousand hectares.
