The public administration system is an open one. Thus, both local and central government have to deal with other state officials, CSOs, businesses, and citizens. Public administration must also interact with the mass media.
This actor is by far the most important, because mass media is one of the most powerful “image-makers” of the administration bodies. That is why it is imperative to have a friendly and harmonious relationship with the press. This relationship is based on many “tools”, such as press releases, press conferences, press-tours, media kits, and so on.
The main goal of all these “tools” is to convince the media, and through the media, the public, of the effectiveness of the administration processes. The media is also the very actor that is able to disseminate information regarding proper fulfillment of the administrative duties by the state officials, in order to satisfy the society needs.
