The study examines the key elements for implementing the transitional form of democratic and civil control over the military sphere: the political will of the state governance;
need to develop a comprehensive strategy (concepts) to reform the military sphere; sharing the experience of other countries; involving pertinent national experts, representatives of both non-governmental analytical structures and civil society, as
well as media at all stages of reform. |
