The article researches different approaches to the development of information and telecommunications (ITC)-sphere in Ukraine and the world. An analysis of research papers by scientists from different countries has shown that many of them consider the development of the information society to be one of the most important national priorities. Currently, the majority of publications on this issue reflect the narrow approach cultivated by professional researchers. At the same time, the question of development issues forecasts, development and evaluation of strategies for scientific and technological development of ITC sphere in Ukraine are reflected in scientific publications is not enough. The purpose of this paper is as follows: to prove the theoretical and practical approaches to forecasting the development of the ITC sphere in Ukraine. To do this a number of factors that have a significant impact on the development of the ITC sector were systematically isolated. The laws and regularities of ITC industry were determined. A combination of factors and patterns were proposed for the creation of a system design strategies for developing ITC sphere in different scenarios. Three possible scenarios for the development of ITC were selected for simulation: inertial, raw energy material and innovative. Set and displayed as a chart of the elements of the methodological apparatus used to predict the development of ITC sphere in Ukraine. For the calculations used the trend model. The results of calculations - forecast for the sector as a whole and for each of the ITC sectors are presented in tabular form. The simulation was performed according to each scenario separately, the results were compared and analyzed. Analysis of simulation results projected growth rate of income ITC-sphere allows determine the degree of influence of each sector and sub-sector in the ITC sphere income for the period of 2010-2020.
