The processes of information positioning of the gained independence countries in The former Soviet Union in the context of dynamics of their political systems are described. Problems of stereotype and static character of policy of the state information institutes and inadequacy of their reaction to public processes are noted. The attention is focused on the development of network technologies as one of perspective communication channels with external audience for correction of its heterostereotypes. The public diplomacy and policy are also noted as means of involvement of politically active part of the population in political process and destructions of the autostereotype, which are negatively influencing the development of society. Based on the idea of information and cybernetic model of political system of the state, the attempt of the analysis of mass media and the cultivation of certain ideological installations are made. The institutional component of the modern state is positioned as the dominant of its organization, which is characterized by variability of functional loading of social and state institutes in the course of realization the natural rights and requirements of the population. |
