The analysis of Woodrow Wilson‘s views to the Constitution of the United States during his academic career is presented in the article. The author of the article examines Wilson‘s ideas about the State, the Democracy, the Leadership, the system of Separation of Powers and his main scholarly works: «Congressional Government: A study in American Politics» and «The State: Elements of Historical and Practical Politics». In these works was compares the American and British constitutional systems and emphasizing the criticism of the domination of the Congress in the political system of the USA in the end of the XIX century. The study explores the impact of theoretic ideas on Wilson’s activity as president, in the first place in international relations.

În articol este analizată concepţia lui Woodrow Wilson despre Constituţia Statelor Unite ale Americii, elaborată în timpul carierei sale academice. Sunt analizate ideile lui despre stat, democraţie, problema liderismului şi separării puterii. Autorul analizează lucrările principale, dedicate „Regimului statal al Statelor Unite ale Americii” şi „Statului: trecutului şi prezentului instituţiilor constituţionale”, în care Wilson compară sistemele: american şi englez, criticând dominarea Congresului în politica SUA la sfârşitul secolului al XIX-lea. În lucrare este analizată influenţa ideilor teoretice asupra activităţii lui Woodrow Wilson în funcţia de preşedinte, îndeosebi în domeniul relaţiilor internaţionale.
